The Failure of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the presentation of a new 28-article proposal for resolving the conflict appeared – briefly – to have been stabilised. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of opposing developments captured the grim essence of the recent timeframe. By day, negotiation efforts are conducted: optimistic declarations are released from multiple capitals. Considerable effort is allocated on restraining certain initiatives. By night, Moscow brutally reminds the world that, for them, military action persists as the primary tool for achieving "peace".

Nighttime Reality

As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is capable of detecting projectile deployments from across the border, a ability enabled by current data. From witness perspectives, defense planes that had been scrambled to engage hostile cruise missiles streaked across the sky – sophisticated military planes provided to Ukraine by European allies.

Shortly after, Kyiv's missile defense engaged: several firings targeted at a hostile projectile. This was a advanced protection mechanism at work, probably provided by allied countries. Every firing jolts you unexpectedly, causing tremors. The moment of terror quickly gives way to sober acceptance: possibly the incoming missile won't strike its target this time, preventing destruction from ruin and further power outages.

Continuous Dangers

Soon after, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a mobile-fire group – probably allied-provided weaponry. Unfortunately, the shots failed to hit the opposing UAV – it continued its flight toward its destination.

Intermittently, this carried on until dawn. Kyiv greeted the early updates: several casualties, devastation and heating outages in many homes as a result of the night's assault. As typically, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's vital need on Western support – a dependence that European nations are clearly incapable to replace in the short term.

Unsuccessful Negotiations

The comprehensive proposal from US administration generated strong feelings, debate and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.

Every new initiative from American administration follows the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually secure success. This cycle will, certainly, persist.

Strategic Calculations

It is convenient to criticize certain parties of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. Washington operates on a principle well known to international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration presumes that it is unrealistic to compel Moscow to abandon the areas that it presently holds in Ukraine's south or east.

The issue is that while recognising this factual reality, American administration does minimal to prevent Kremlin actions, through words or deeds, from believing that the current condition will not shift further in its benefit in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their reason to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leader remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing people and territory but preventing a complete military breakdown until circumstances change in its benefit.

Existing Situation

Factually, there are no genuine requirements for a ceasefire. Now, personal considerations are coming into play: political desires to broker a ceasefire and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unworkable, so that their priority does not switch to internal issues. And although their objective will now be considerably more difficult after current events, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a just a single week to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of representatives, and finally, current information leaks, all served their function.

While new plans based on old ideas are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to modify developments, if they stand together and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require sustained allied backing.
