Ukrainian President Volodymyr Zelensky Declares He Lacks Explicit Security Pledge from Partner Nations
President Zelensky has stated that European allies have not given him sound guarantees that they will defend Ukraine in the event of a fresh offensive by Russia.
"I continue to pose this critical question to every one of our allies and I have not received a definitive and straightforward response yet," he stated to the press on Wednesday.
His comments come a day after Britain and France inked a declaration of intent on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is reached.
However, comprehensive defense assurances have yet to be solidified. The US, which has been spearheading initiatives to end the invasion, reportedly did not sign such a commitment at talks in Paris on the previous day.
Outcomes from the Paris Discussions
After the Paris talks, which included some 30 countries that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron later said thousands of troops may be deployed.
Partner nations suggested that the United States would take the lead in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.
Moscow has thus far remained silent on the declaration made in the city of Paris.
President Putin initiated a comprehensive military assault of Ukraine in February 2022, and Moscow now occupies about 20% of Ukraine's land.
The President's Evolving Stance
The UK Prime Minister characterized the joint statement as "a vital part of our commitment to support Ukraine for the foreseeable future".
He continued: "It establishes the pathway for the juridical structure under which allied military personnel could function on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the years to come."
Zelensky hailed that agreement as a "significant leap of progress".
Twenty-four hours afterward, however, he seemed more cautious.
"I see the will, the political will, and that the allies are prepared, and the allies are willing to give us robust economic measures, strong security guarantees," he said when questioned if nations in Europe would come to Ukraine's aid.
"However, until we don't have such binding security pacts - formally ratified, supported by parliaments, backed by the U.S. Congress - this crucial issue cannot be answered. And should they materialize, you still have to rely primarily on your own strength."
Persistent Challenges and Fighting
Negotiations in Paris were also notable owing to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.
Witkoff said the allies "largely finished" their work on finalizing security arrangements.
Last week, the President indicated a peace deal was "ninety percent complete".
Questions of land and security guarantees have been at the center of unresolved issues for diplomats.
The Russian leader has consistently stated that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to end the war.
Zelensky has so far ruled out ceding any territory, but has suggested that Ukraine could redeploy its forces to an agreed point - but only if Russia did the same.
Russian forces currently controls about three-quarters of the Donetsk oblast, and some nearly all of the adjacent Luhansk region. The pair of oblasts form the Donbas industrial heartland.
It has been intensifying attacks against Ukrainian cities - with a focus on power facilities. Russia has also made incremental advances in capturing more Ukrainian territory.
Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with more limited success.
